Pa. lawmakers pondering assisted living regulations

HARRISBURG — Consumer advocates and industry groups have found shortcomings with proposed licensing standards for assisted living residences that are intended to provide a new long-term care alternative in Pennsylvania for the elderly and disabled.
But the state's top public welfare official said the proposal represents the best compromise in such a polarized debate.
Both sides aired their concerns during a legislative hearing Thursday on the regulations proposed by the Department of Public Welfare.

A state House committee will hold a public hearing Sept. 18 on proposed regulations for assisted-living facilities.
The state also has revised a deadline for submitting public comments on the proposed regulations. The revised deadline is Sept. 15.
Assisted-living facilities provide more help with daily living than is usually provided by personal care homes, but less than what is provided by nursing homes.

Neither the providers of assisted-living services, nor a new group formed earlier this year to protect the interests of residents in such facilities, is enthralled by the Pennsylvania Department of Public Welfare’s proposed rules to regulate the industry.
“The measures are baby steps when what we need are significant strides so consumers can feel confident that they or their loved one will be well cared for by adequate amounts of appropriately trained staff in safe and accessible facilities,” said Alissa Halperin of the Pennsylvania Assisted Living Consumer Alliance. “These regulations just do not cover all the critical bases.”
