Through a statewide toll-free helpline and in-person services, the Pennsylvania Health Law Project (PHLP) assists low-income, elderly and persons with disabilities to overcome barriers to health care and coverage. Direct services are delivered by attorneys and paralegals. In addition, PHLP collects and analyzes information – generated both by consumers using information from the helpline and other sources – that identifies the strengths and weaknesses in the publicly financed healthcare system.

PHLP provides feedback based on this information to state and federal government officials, health plans and individual providers through its work with clients on numerous advisory committees and periodically issues independent public reports. PHLP also functions as an information and education source for consumers, consumer groups, social service agencies, providers and other advocates.

PHLP employs a variety of tools to reach out to its constituents, including two newsletters, educational brochures, a website with an interactive component for determining eligibility for publicly financed health insurance and live seminars. More information can be found at www.phlp.org.
